Reports. Governor Guillemard (in forwarding his application for promotion) :- "Lieutenant Commander Newill joined the Marine Department on 26th May,1922, and took over the duties of Acting Deputy Registrar of shipping and Observer for Time Balls, Singapore. These duties he carried out until 10th October,1922, when he took up his substantive post as harbour Master where he is still serving +

He has carried out his duties to my entire satisfaction since he has been in the Colony. He is a capable officer."

The Governor telegraphed on October 1st,1926:- "Newill states that vacancy exists for Deputy Harbour Master at hong kong and asks to be considered. For climatic reasons wife's health would prefer appointment deputy or assistant Hong Kong to other vacancy. service here has continued to give entire satisfaction as reported on his application for promotion in 1923.*
